And my most emergent question that perhaps summarizes all that's unclear to us about this question - if player A needs to transmit 8 bits and player B needs to transmit 3 bits and the bandwidth is only 10 bits, so what's the meaning that both players will finish at the same time like its stated in the game rules. One of them can't even transmit all of its data at the same time. We would like a clarification on that.

In addition, it isn't clear if to the number of radios that using specific band, has an influence on the time it takes to move the bits on that band from on side to another ?

As stated in the question - the cost is the amount of bits in the selected band.
