When proving that player i can not improve his utility, can we assume the other players bid normally (meaning they bid once)?

no, the other players can also submit false bids. (you can prove that it doesn't matter).

Also, are 5.b's settings the same as in 5.a? Meaning there are k identical goods, and n players with value v_i.
