What about the following situation:
My vcg is like clarke pivot but instead h(v_-I)=max(…), I'll take h=0, and assume we have only 1 item
By definition is vcg, with payment (when i is the winner)
p_i=0, p_j=v_i (j!=i)
It is dsic as we would assume
But bidding again for even 0 is very helpful, because losing help me gain money
